I got an e-mail from Totie this morning, she said that she needs help.

I live in Smithfield VA…and would like to apply for dual citizenship…tried so many times to call the Philippine Embassy in Washington DC. to ask some basic simple questions…left numerous messages but no one is returning my call..here is my qustions…in 1984 I become naturalize citizen of the United States..back then we had to send our green card along with our philippines passport to the us immigration…how do I go by applying for dual citizenship with out passport and can’t find my birth certificate either..please help
Hi Totie, and thank you for writing. Don’t be too worried, this is not rocket science, and I am sure we can get you fixed up with Dual Citizenship.
Firstly, since you don’t have a Philippine Passport and you have lost your birth certificate, you need to take care of that by obtaining your authenticated copy of your Philippine Birth Certificate. This Birth Certificate will prove that you are a former Citizen of the Philippines. Thankfully, you can order your Birth Certificate online from the NSO (National Statistics Office) and they will send it to you.
Next step would be, after receiving your birth certificate, to try to call the Embassy again and ask for a Dual Citizenship application. If they are not responsive to your phone calls, you could visit the Embassy in person and take care of it that way.
