Today, I got a note from Marielle regarding her citizenship.
Here is what Marielle had to say:
i was born in california stating that i am a us citizen…i want to apply for dual citizenship for the philippines, both my mother and father are filipino citizen at the time of my birth…how do i apply for a dual citizenship? where in los angeles, california can i apply for dual citizenship and what is the length of process? thank you

Actually, you don’t need to file a Dual Citizenship petition, that is not what would be applicable in your case. You need your parents to simply report your birth to the Philippine Embassy or Consulate nearest to where you are living. Once that is filed and processed, you will be a dual citizen.
