Today, I got a note from Patrick. He has a question about Citizenship.
Here is Patrick’s question:
Hi Bob, Both of my parents are U.S. Citizens and I myself am an U.S. Citizen as well. I was born here on Guam. Our ethnicity is Filipino. Is it possible for me to apply a Philippine dual citizenship even though I’m not a natural born filipino? Thanks and God speed.
And, here is my response for Patrick:
Hi Patrick – Since your mother and father are ethnic Filipinos, my question for you would be this… were either of them Philippine Citizens at the time of your birth? If you can answer yes to that, then you can obtain Philippine Citizenship too. If your answer is no, and your parents were already US citizens at the time of your birth, then I am sorry, but you cannot become a Philippine Dual Citizen.

If either of your parents was a Philippine Citizen at the time of your birth, then you should have that parent file a paper with the Philippine Consulate in Guam where you were born. I am not sure, actually, if there is a Consulate there, Guam may be served by the San Francisco Consulate, or even LA. Either way, file a report of birth abroad with the proper consulate, and at that time you will automatically become a Philippine Dual Citizen.
